Hello, When a user first requests a developer token from a production MCC account, it will be in the 'pending approval' state. If the user tries to make a call with unapproved developer token to production MCC account using client library, he will get the USER_PERMISSION_DENIED error. While waiting for the developer token to be approved,the user can use it to make API calls to *test* MCC account.
