Looking at the code example for driving mobile app downloads

the code uses the bidding strategy configuration of CONVERSION_OPTIMIZER. 
Yet in the UI, I use TARGET_CPA or MAX_CPA which seems to be a sub category 
of conversion optimizer. What is the difference between 
CONVERSION_OPTIMIZER and TARGET_CPA in code for a bidding strategy?

It seems I should use TARGET_CPA since the campaigns I'm creating won't 
have any previous data to be used for CONVERSION_OPTIMIZER?
