Hi Derek, You could run a query in the *AdGroupBidModifierService* and include the field bidModifierSource <https://developers.google.com/adwords/api/docs/reference/v201509/AdGroupBidModifierService.AdGroupBidModifier#bidModifierSource> which will let you know whether there are bid modifiers on the campaign, adgroup levels or if there aren't any.
