Hello, You could use the AdGroupCriterionService.ProductPartition <https://developers.google.com/adwords/api/docs/reference/v201509/AdGroupCriterionService.ProductPartition> to create the product partition. Please check out AddProductPartitionTree <https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201509/shoppingcampaigns/AddProductPartitionTree.java> Java example code from the client library.
