This took me awhile to figure out, but I've found the answer. I've split
your answer into the 2 questions that you were asking:
- In the AdWords User Interface Geo Performance Report, why is there a
cost greater than zero when there are no clicks for *Awesome Arduino
Robot Car (In-Display)*?
- The only ad in that ad group is a *Video Ad*. These ads are not
charged on cost per click (CPC). They are charged on cost per view (CPV).
That is why you can have 0 clicks, but you can have a cost greater than 0.
- In the AdWords API, why doesn't the *Awesome Arduino Robot Car
(In-Display) *ad group show up?
- The Geo Performance Report
<https://developers.google.com/adwords/api/docs/appendix/reports/geo-performance-report>
in the AdWords API does not currently support reporting for Video Ads.
Since this ad group only has video ads, this is why these rows do not
appear in the Geo Performance Report.
