Since this is a general issue with access, I would recommend contacting the 
Google 
Apps for Work forum

look like they've run into this before. Another option is you can try 
contacting the General AdWords Community 
<https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords> 
to see if they've seen anything similar recently.
