Hi, Yes, you should use the MostSpecificCriteriaId <https://developers.google.com/adwords/api/docs/appendix/reports/geo-performance-report#mostspecificcriteriaid> since it is the most relevant to your location. The other location codes will depend on the Target Type associated to the Id found in the GeoTargeting <https://developers.google.com/adwords/api/docs/appendix/geotargeting> reference page.
