Hi Suchit,

AdWords doesn't have a public list of geo name to location decoder. You 
could check the Google Maps API and see if their Geocoding API 
<https://developers.google.com/maps/documentation/geocoding/intro> works 
for you.

About updating the csv: I think next week or the one after that might be 
more realistic, since the US offices are closed till the 4th of Jan for new 
year.
