Hi all, I think what OP wants to do is possible via TargetingSettingDetail (https://developers.google.com/adwords/api/docs/reference/v201509/AdGroupService.TargetingSettingDetail). If you set its field targetAll to true, then "criteria of this type can be used to modify bidding but will not restrict targeting of ads". Hope this helps.
