Hello, The template id 311 is not one of the supported template ad types for AdWords API <https://developers.google.com/adwords/api/docs/appendix/templateads>. If you want to make changes to the ad, you will need to do it via the UI.
If you are having issues doing so, I suggest asking the AdWords Community Forum <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords> since they are the best suited to answer this question.
