Hi Ziv, 

If you sell the script to your clients. You don't have access to their 
accounts and your clients will only use it internally, meaning they use 
their own API token when they use the script you developed, then there 
isn't any restrictions on this type of tool. See Required Minimum 
Functionality <https://developers.google.com/adwords/api/docs/requirements>
 policy.
