Hello, There are a number of reasons a developer token might not be approved <https://developers.google.com/adwords/api/faq#45043>. However, if you are using a test account, you should be able to use a token that has not been approved yet. <https://developers.google.com/adwords/api/faq#45043> Please make sure you are using the clientCustomerId of your test account in your properties file.
