Hi Donald, Your summary for #1 is correct. For #2, creating a user list <https://developers.google.com/adwords/api/docs/guides/increasing-mobile-app-engagement#create_user_list_for_targeting_required_for_display_network> is optional when advertising on only the *Search Network*. However, I would recommend linking <https://support.google.com/adwords/answer/6068602> Google Play and AdWords because automatic remarketing lists will get added to better target the people with your app installed. Without adding targeting containing these automatic lists, there isn't a sure way of knowing who those users may be.
