Hi, The USER_PERMISSION_DENIED <https://developers.google.com/adwords/api/docs/common-errors#AuthorizationError.USER_PERMISSION_DENIED> error occurs when there is no link between the manager account authenticated in the request and the client account specified in the request header. You would need to use the email address used to create the test manager account to create OAuth credentials to make a call to a test account. You cannot use the email address used to create the production manager account to make API calls to a test account. Could you check if the OAuth 2.0 credentials being used belong to one of the users of the AdWords account specified in the request?
