On a Display Network 
<https://support.google.com/adwords/answer/2497680?hl=en>, all keywords are 
considered broad match. I suggest that you use "BROAD" match type to create 
keywords for your display campaigns using the API. This question can be 
better addressed by the AdWords Community 
<https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords#> 
though, 
as the behavior of keywords in a display campaign is not particular to the 
API.
