Hi Eric, Currently, you may use AdCallMetricsConversion <https://developers.google.com/adwords/api/docs/reference/v201607/ConversionTrackerService.AdCallMetricsConversion> to track phone calls from call extensions that use Google forwarding numbers <https://support.google.com/adwords/answer/2454052>, however, there is no way that I am aware of that you can import offline conversion <https://developers.google.com/adwords/api/docs/guides/importing-conversions> aside from using the Gclid in the AdWords API. The only way I know that you can import call conversion using caller's phone number, call start time, and call length is via the AdWords UI <https://support.google.com/adwords/answer/6275629?utm_source=inside-adwords&utm_medium=blog&utm_campaign=importedcalls> .
