Hi, The manager account (MCC) can only be created using this link <https://www.google.com/adwords/manager-accounts/> for Production MCC and this link <https://adwords.google.com/um/Welcome/Home?a=1&sf=mt&authuser=0#ta> for Test MCC. There is currently no way in the AdWords API to create MCC accounts. The ManagedCustomerService.mutate <https://developers.google.com/adwords/api/docs/reference/v201607/ManagedCustomerService#mutate> operation is used to create or modify a ManagedCustomer <https://developers.google.com/adwords/api/docs/reference/v201607/ManagedCustomerService.ManagedCustomer> (canManageClients <https://developers.google.com/adwords/api/docs/reference/v201607/ManagedCustomerService.ManagedCustomer#canmanageclients> = false), and that is why this field is read-only and ignored when sent to the request.
