Hi, To be able to grant read-only API access, you need to add the user with read-only permission <https://support.google.com/adwords/answer/1704346> to the AdWords account in question. The client can then use this email address to create OAuth2 credentials <https://developers.google.com/adwords/api/docs/guides/authentication> for API access.
