Hi, You can use the TargetingIdeaService to target multiple locations. The parameter LocationSearchParameter <https://developers.google.com/adwords/api/docs/reference/v201607/TargetingIdeaService.LocationSearchParameter> is an array, so you can pass multiple location Ids in your request.
