Hi Kevin, When uploading offline conversions, please follow the validation rules listed on this page <https://developers.google.com/adwords/api/docs/guides/conversion-tracking#validation_rules>. To your question, you can get the time by using the OfflineConversionFeedService <https://developers.google.com/adwords/api/docs/reference/v201506/OfflineConversionFeedService.OfflineConversionFeed>. Also, as long as the conversionTime has a valid timezone ID <https://developers.google.com/adwords/api/docs/appendix/codes-formats#timezone-ids>, your request should be considered valid.
