Hi David, I'm afraid AdWords API services cannot be used to retrieve changes made to SharedSets <https://developers.google.com/adwords/api/docs/guides/negative-keywords-shared-sets#shared_sets> in a manner similar to CustomerSyncService <https://developers.google.com/adwords/api/docs/reference/v201607/CustomerSyncService>. You need to use the SharedSetService <https://developers.google.com/adwords/api/docs/reference/v201607/SharedSetService> and SharedCriterionService <https://developers.google.com/adwords/api/docs/reference/v201607/SharedCriterionService> to retrieve the current SharedSets in your account. You can also download SHARED_SET_REPORT <https://developers.google.com/adwords/api/docs/appendix/reports/shared-set-report> and SHARED_SET_CRITERIA_REPORT <https://developers.google.com/adwords/api/docs/appendix/reports/shared-set-criteria-report> using the API.
