Hi Jay,

For Platform criteria, bid modifiers are supported at campaign and ad group 
levels only. When you apply a bid modifier on an ad group, all keywords in 
the ad group are affected. Therefore, for your purpose, you can probably 
create different ad groups with same keywords (one ad group for tablet, 
another for mobile etc.) and apply different bid modifiers to each ad
