Hello, Yes, you are correct, the fields Clicks and Impressions in Final URL Report do not support zero impressions. That said, if their values are zero, and you include them in your report request, you may encounter an error saying ZERO_IMPRESSIONS_REQUEST_NOT_SUPPORTED <https://developers.google.com/adwords/api/docs/guides/zeroimpression-structure-reports#including_zero_impressions> .
I'm afraid there is no other report that will return data at final URL level. In addition, these 2 metrics fields (Clicks and Impressions) in URL Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/url-performance-report> do not support zero impressions as well.
