Hi, Yes, the Final Url Report only returns data for ads that have served. This means that the CriteriaParameters <https://developers.google.com/adwords/api/docs/appendix/reports/final-url-report#criteriaparameters> field will only return those Keywords which are ENABLED and are actively serving.
