Hi, Yes, as mentioned in the remarketing guide <https://developers.google.com/adwords/api/docs/guides/remarketing#visitors_to_your_website> (under the "*Visitors to your website*" section), you can associate UserLists and AdGroups by using the AdGroupCriterionService <https://developers.google.com/adwords/api/docs/reference/v201609/AdGroupCriterionService> and specify a new CriterionUserList <https://developers.google.com/adwords/api/docs/reference/v201609/AdGroupCriterionService.CriterionUserList> as a BiddableAgGroupCriterion <https://developers.google.com/adwords/api/docs/reference/v201609/AdGroupCriterionService.BiddableAdGroupCriterion> for your AdGroup.
