Hi Shraddha, Test accounts are inherently different from production AdWords accounts in that you cannot serve ads to the end users with a test account. When creating test accounts, you are required to use an email address that is not associated with an AdWords account previously. If you still see this error, I would recommend using an email address that is currently not linked to any AdWords account (production or test).
