I had the same issue, resolved finally, not sure why this happen and what is the difference between Manager Id and Leaf account id; but I resolved by doing this.
Check the customer client ID of your user, Check if this match with your adwords account manager id (the account with which you are logged in ?) If yes, then you need to change your customer client ID to be the same for Leaf account, Note that Manager Account ID does not work, Why ? I do not know yet.
