Hi, Metrics available via TargetingIdeaService <https://developers.google.com/adwords/api/docs/guides/targeting-idea-service> should be considered trend line data and not actual figures, since the stats are averaged over the last 12 month period. Although, there's no set date on when the stats for a particular month are available after the month end, I can check with my team on why an anomaly exists for the November data and will get back to you.
