Hi Subin, Once the initial signup for the AdWords API is completed, you will be issued a developer token with the test account access <https://developers.google.com/adwords/api/docs/access-levels> level. This means that the developer token can only make AdWords API requests against test accounts.
You should use this developer token from the production account to make calls against a test account. However, the developer token need not be approved to use it against the test account and also there is no restriction in using it against any account.
