Hi, I'm trying to look into your issue but I might need additional information from you to be able to further debug. If you have a look at our documentation for the Ctr <https://developers.google.com/adwords/api/docs/appendix/reports/all-reports#ctr> field available in various reports, only GREATER_THAN X or LESS_THAN X operators can be used with fields of the Double data type i.e. there is no way to filter the scenario when the rows with the value exactly X are also included. There is a slight chance that, in your case, there might be a few records with the Ctr value exactly 0.14. If that's not the case, I would be happy to dig deeper on our side. For that purpose, could you please send me the SOAP XML request and response logs and the downloaded report for a success case and a failure case API call?
