Greetings Al! That's a good question. I had to check into it myself to figure it out. I turns out that for campaignCriterionStatus <https://developers.google.com/adwords/api/docs/reference/v201609/CampaignCriterionService.CampaignCriterion#campaignCriterionStatus>, only positive criterion of type CriterionuserList <https://developers.google.com/adwords/api/docs/reference/v201609/CampaignCriterionService.CriterionUserList> can set the status field to *PAUSED*. All others do not have the ability to do that.
