Hi, Unfortunately, the link to the screenshot in you message is broken. You should be able to create the campaign/ad group structure that you like. Also, re-marketing lists can be added as a criterion on both campaign level and ad group level. Please refer to this document <https://developers.google.com/adwords/api/docs/appendix/criteria-usage> to understand if a particular criteria type can be applied to a campaign/ad group in general.
