Hi Monika, As per documentation <https://developers.google.com/adwords/api/docs/guides/ad-customizers#add_an_if_function>, default text is optional when adding IF functions. The adding of IF functions <https://support.google.com/adwords/answer/7207341> is primarily for the purpose of inserting a text in your ad when a condition is met. If the IF condition was not met and there is no default value, then no text will appear in the place where you inserted the IF function. Having said that and in relation to your last question, it's not really necessary and will primarily depend on your design decision whether you want to have a static ad along with ads that have IF functions.
