Setup:

I am working with the AdWords API PHP library. I am currently implementing 
keyword impression estimation, but I believe that there is a problem with 
the Targeting Idea Service. Most of my work happens in Latvian, so I will 
provide the keywords I've been having problems with in Latvian. I am 
comparing my results with the Keyword Planner found in AdWords tools. I am 
using Latvia (Id=2428) as my Location parameter and using the default 
Language parameter (all languages). I am using RequestType::STATS. I am 
requesting AttributeType::KEYWORD_TEXT and AttributeType::SEARCH_VOLUME.


Result:

When looking up impressions for the keyword "tulkojumi", it returns an 
entry with text "tulkojumi" and search volume 110000.
When looking up the same keyword in the Keyword Planner, it returns a 
keyword with text "tulkotājs" and search volume 


Issues:

I believe that the Targeting Idea Service is sometimes returning the 
correct (provided) keyword, but pairing it with the impressions of a 
different keyword, thus making it unreliable.


Explanation of issues:

While both words ("tulkojumi" and "tulkotājs") are very similar, there is a 
big difference in the meaning. The former means "translations" as in the 
service provided by companies that translate stuff. The latter means 
"translator". That might not seem like a big deal, but it also is the name 
of the google translator tool in Latvian, so it also gets all the 
impressions that would go to "translate" in English, which, as I can 
imagine, is a lot.


Note:

Adding "tulkotājs" as a negative keyword in the Keyword Planner results in 
an empty result. I haven't found how to add negative keywords to the 
Targeting Idea Selector yet.
