Hi Anil, The email addresses included in the MutateMembersOperation must be associated with a Google account to be imported into the CrmBasedUserList. This is probably the reason you see that of the 60,000 email addresses, approximately 41,000 are imported. I'm afraid you'll not be able to retrieve the email addresses in a UserList using AdWords API or the UI.
