Hi, Based from the Basic Usage section <https://github.com/googleads/googleads-java-lib/tree/master/extensions/adwords_rate_limiter#user-content-basic-usage> of the RateLimiter Extension, AdWordsServicesWithRateLimiter object could be used like a normal AdWordsServices object and it would automatically handle rate limit errors. Having said that, technically, all supported API services, such as CustomerService and ManagedCustomerService, that could be invoked using the AdWordsServices should also be supported via the AdWordsServicesWithRateLimiter object.
Also, no restrictions or limitations specified for the RateLimiter Extension as per blog post <http://googleadsdeveloper.blogspot.com/2017/04/introducing-ratelimiter-extension-in.html> . However, your queries are more specific to the RateLimiter Extension usage than with the AdWords API.
