Hi, You can use AccountLabelService <https://developers.google.com/adwords/api/docs/reference/v201702/AccountLabelService> to create and manage labels that can be applied to managed customers and LabelService <https://developers.google.com/adwords/api/docs/reference/v201702/LabelService> to manage labels that can be attached to campaigns, ad groups, creatives, criterion and etc. You can also use the Label Report <https://developers.google.com/adwords/api/docs/appendix/reports/label-report> to get all labels for your account.
If you are looking for the descriptive name of an AdWords account, you can use the AccountDescriptiveName <https://developers.google.com/adwords/api/docs/appendix/reports/all-reports#accountdescriptivename> and CustomerDescriptiveName <https://developers.google.com/adwords/api/docs/appendix/reports/all-reports#customerdescriptivename> fields in Account Performance Report <https://developers.google.com/adwords/api/docs/appendix/reports/account-performance-report> .
