Hi Jacob, The API limits documentation <https://developers.google.com/adwords/api/docs/appendix/limits> only specifies the corresponding error that will be thrown when the limit is exceeded and have no specific mention on permanent shutoff.
As per Traffic Estimator limit guide <https://developers.google.com/adwords/api/docs/appendix/limits#traffic-estimator>, the TrafficEstimatorError.TOO_MANY_KEYWORD_ESTIMATE_REQUESTS <https://developers.google.com/adwords/api/docs/reference/v201702/TrafficEstimatorService.TrafficEstimatorError.Reason#TOO_MANY_KEYWORD_ESTIMATE_REQUESTS> error will only be thrown if the 2500 keyword estimates limit is exceeded per *request*. Taking into consideration the daily operational limit <https://developers.google.com/adwords/api/docs/ratesheet>, I suggest that you create multiple separate requests instead of sending a single request for more than 2500 keyword estimates. Also, you might want to consider upgrading your account (if it's not yet) to Standard Access <https://developers.google.com/adwords/api/docs/access-levels#applying_for_standard_access> to have unlimited daily operational limit but still taking into consideration the rate limits <https://developers.google.com/adwords/api/docs/guides/rate-limits> in place.
