When downloading GEO_PERFORMANCE_REPORT on a campaign that targets Netherlands, I have noticed that CityCriteriaId returns entities that aren't cities, for instance, Government of Amsterdam, North Holland, Netherlands
and many others. I was expecting this column to only hold cities. What type of entities should I expect in CityCriteriaId?
