Hi Vlad, The row in the downloaded Campaign Location Target Report <https://developers.google.com/adwords/api/docs/appendix/reports/campaign-location-target-report> with "--" for the Location Id corresponds to "Other locations". These are locations where your ads have appeared, but aren't specifically targeted by a campaign at this time. If you changed your location targets, your ad may have appeared in a location that you no longer target. The impressions for any removed locations will be included in the "Other locations" row.
