Hi Randy, I'm afraid we cannot comment on the availability of features in upcoming releases of AdWords API. You can keep an eye on our blog <http://googleadsdeveloper.blogspot.com/search/label/adwords_api> for any updates of announcements. For now, CustomerSyncService <https://developers.google.com/adwords/api/docs/reference/v201705/CustomerSyncService> is the closest API equivalent to the Change history in the UI.
