Apologies as I have not realized this at first. It should not have
considered the *{keyword: } *in counting the length of characters. In my
test account, I was able to add successfully an expanded text ad with
headlinePart1 same as yours. Below is the sample SOAP response which shows
a successful creation:

It is weird that you are having this error on your end. Could you provide
your SOAP request and response logs via *Reply privately to author *so I
can further investigate? If you haven't enabled the SOAP logs yet, you can
enable it by following the "How do I enable logging section?" of this
document
