Hi Sean, The geotargeting table <https://developers.google.com/adwords/api/docs/appendix/geotargeting> contains the criteria Ids of all locations that can be targeted using AdWords. Some countries/territories are not targetable in AdWords but may appear in reports based on the user's area of interest or physical location. Since "2364" is not available in the geotargeting table but present in your Geo Performance Report, it could be any of the countries/territories as specified here <https://developers.google.com/adwords/api/docs/appendix/geotargeting#non-targetable_locations> .
