Hi, I'm using the .NET client library (v22.1.1) and I noticed that there is a RetryCount option in app.config. According to the documentation on the Wiki <https://github.com/googleads/googleads-dotnet-lib/wiki/Understanding-App.config#general-library-behavior>, the RetryCount option takes care of RateExceededError. Is it still necessary to implement error handling for RateExceededError as shown here <https://developers.google.com/adwords/api/docs/samples/csharp/error-handling#handle-rate-exceeded-error>?
