Hi, You should still be able to use *CONVERSION_OPTIMIZE* and *ROTATE *adServingOptimizationStatus in AdWords API v201708. UI and API are not always consistent; there are times when the UI changes first, and there are other times when the API will change first. Currently, there shouldn't be any changes that will break API usage.
