For your other issue, could you confirm if you are using the AdWords Scripts or the AdWords UI? If you are using the AdWords Scripts you may get in touch with their team via their forum page <https://groups.google.com/forum/#!categories/adwords-scripts> for further assistance.
However, if you are using the BudgetOrderService <https://developers.google.com/adwords/api/docs/reference/v201710/BudgetOrderService>, you will first need to request to be whitelisted before you can use the service's mutate() <https://developers.google.com/adwords/api/docs/reference/v201710/BudgetOrderService#mutate> method. As for the get() <https://developers.google.com/adwords/api/docs/reference/v201710/BudgetOrderService#get> and getBillingAccounts() <https://developers.google.com/adwords/api/docs/reference/v201710/BudgetOrderService#getbillingaccounts> methods, you may be able to use them without getting whitelisted.
