Hi Daniel, Your reference documentation is specific to AdWords Scripts, and not AdWords API. If you have clarifications specific on this documentation, please post in the AdWords Scripts Forum <https://groups.google.com/forum/#!forum/adwords-scripts>.
For the AdWords API, the In-stream video ads <https://developers.google.com/adwords/api/docs/appendix/templateads#instream_video> or TrueView in-search video ads <https://developers.google.com/adwords/api/docs/appendix/templateads#pyv_ad_on_search> or other related video ads can only be created in the display network campaign, and not in a video campaign. Creating video ads under video campaigns is currently not supported in the AdWords API. You can only do this in the AdWords UI. Let me know if you have further clarifications.
