If the new UI experience is the roadblock in performing the upload, you could switch between the UI views by following the steps listed in this <https://support.google.com/adwords/answer/7035891?hl=en> guide. If you have any additional questions about bulk upload via web interface, please post it on the Advertisers community forum <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords#> so that the product experts there can assist you better.
