Hi Ryan, While having basic access allows users to utilize the AdWords API, it does not necessarily allow a user to access (view/manage) information of a specific MCC/client account. When using the AdWords API, users will need to secure or generate OAuth2 credentials using an email address which has access (preferably with administrative access) to the MCC/client account they are making calls against.
This being said, I would recommend that you login to your account and go to *Account settings* > *Account access* and identify which email addresses have the appropriate access level and generate the OAuth2 credentials <https://developers.google.com/adwords/api/docs/guides/authentication> using the said email and once done, you may retry your request.
