In regards to the developer token, could you confirm if you cannot find it in the new AdWords UI? If you are referring to the new UI, then we are aware of the issue in the new UI on which the AdWords API Center page is not available. In the meantime, you can switch back to your old AdWords UI by clicking on *Tools button > Return to previous AdWords*. In the old AdWords UI, you can see the developer token in the *Account Settings > AdWords API Center*. In regards to the Google Developer Console on which you said that your project seems to be empty, I am afraid that this is already out of scope for our team.
